Citizens Agenda
Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on.
What follows is a staff interpretation of the agendas.

Work Meeting Agenda

Work Meetings are designed to be a less formal venue for discussion among Council Members. Generally, no public input is taken during the meeting.
Business
A discussion regarding tree management policies in the city. (23-016)
During the January 10, 2023 Work Meeting, the Council requested more information regarding tree management throughout the city. This presentation aims to give an overview of the management policies and help answer follow-up questions Councilors might have.
A presentation of the annual sustainability report for 2022. (23-025)
Every year, Provo's Sustainability Advisor Don Jarvis updates the Council about the sustainability efforts and successes from the year before.
A resolution accepting or denying an Annexation Petition for further consideration for the Scotty Dog Annexation. (PLANEX20220317)
Proposed annexation of land identified as Tax Parcels 22:053:0038, 22:053:0039, 22:053:0041, 22:053:0043, 22:053:0047, 22:053:0072. All parcels are owned by Provo City.
A discussion regarding a supplementary housing audit. (23-012)
The Council in their priorities work meeting held on January 10, 2023 indicated that they would like staff to research the potential for a city-wide housing inventory audit with the intent that this data will aid the city and Council to make more informed land use decisions.
An ordinance amending Provo City Code Chapter 9.06 (Public Disturbances) regarding the discharge of fireworks as permitted in state code. (23-024)
In August 2022, the Fire Department presented on the 2022 fireworks season. They noted a discrepancy in city code regarding the noise ordinance and dates in which fireworks can be discharged in the City. This ordinance amends city code to refer to the relevant provision of state code, and adds these provisions as a noted exemption to the noise ordinance. This change will align city code with state code and provide a basis for enforcement of the noise ordinance during the dates when the discharge of fireworks is permitted.
An ordinance amending Provo City Code Chapter 9.20 (Urban Forestry) to correct a typo. (23-023)
Eric Lemus, Legal Clerk, discovered this typo in the city code. The text for Chapter 9.20 was originally enacted with this typo in Section 9.20.130(6). Council staff prepared this code cleanup ordinance to make the correction. Chaz Addis, City Forester, has signed off on the change as well.
A presentation on a water treatment plant update. (23-026)
Public Works update on water treatment plant progress and funding status.
Closed Meeting
Closed meetings (aka executive meetings) are held without the public present and must meet one of the conditions listed in Utah State Code (§ 52-4-204 and 52-4-205 et. seq.). If a closed meeting is needed, it will be announced at that time.

Mayor Michelle Kaufusi has submitted the names of two individuals to serve on city boards and commissions: -Beth Alligood to the Transportation and Mobility Advisory Committee -Eric Chase to the Board of Adjustment.
A public hearing regarding HOME ARP and accompanying funds. (23-027)
This is part of the process required by HUD for creating a plan to utilize the HOME ARP funds awarded to Provo City in September 2021.
