Citizens Agenda for Meetings on August 9, 2022

Citizens Agenda

Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be challenging to determine what Council members are discussing or deciding on.

What follows is a staff interpretation of the agendas.

The official published agendas and supporting materials can be found here:  http://agendas.provo.org

This meeting will be conducted both in-person and virtually. The in-person meeting will be held in the Council Chambers. The meeting will be available to the public for live broadcast and on-demand viewing on YouTube and Facebook at: youtube.com/provocitycouncil and facebook.com/provocouncil. PROVO MUNICIPAL COUNCIL

Work Meeting Agenda

12:30 pm, Tuesday, August 9, 2022

Work Meetings are designed to be a less formal venue for discussion among Council Members. Generally, no public input is taken during the meeting.

Business

  1. A request for approval of a General Plan Map Amendment to Appendix C6, in relation to adjustments of development standards in the SDP-5 (Villages at Celebration Specific Development Plan Overlay) zone. Lakeview North Neighborhood. PLGPA20220207

    • Brad Mackay, representing Ivory Homes, is requesting approval of a General Plan Map Amendment to replace Appendix C6 with a revised map. The existing map in Appendix C6 is already outdated for how the area has developed and will be more so with the proposed text amendments to the SDP-5 zone. There have been several changes since the adoption of the current map in 2008, including the new Provo High School, Lakeview Parkway, and other changes in the overall master site plan. These changes alone require the map to be updated. If the proposed text amendments in file PLOTA20220107 are approved and the villages are shifted, the map will need to be updated to stay consistent. Planning Commission recommended approval.

  2. A request for approval of Ordinance Text Amendments to Chapter 14.49E, City Code, to adjust dev. standards in the SDP-5 (Villages at Celebration Specific Dev. Plan Overlay) zone and to amend the related Dev. Agreement. Lakeview North Neighborhood. PLOTA20220107

    • Ivory Land Development is proposing to make changes to the SDP-5 zone in an effort to update and provide more options for the Broadview Shores development in Provo. These changes range from simple name updates to substantial design and use revisions throughout the zone. This overview section will go through each line or Section where there is a proposed change or set of changes (other than the table of contents) and provide staff feedback on every proposed amendment. Planning Commission recommended approval.

  3. A request for approval of a Zone Map Amendment from the Res. Conservation (RC) zone to the Low Density Residential (LDR) zone to build a new one-family dwelling with an accessory apartment, located at 769 W 200 N. Dixon Neighborhood PLRZ20210338

    • Austin Taylor is requesting approval of a zone map amendment from the RC zone to the LDR zone in order to add a second dwelling to his property at 769 West 200 North. The concept plan makes use of the large rear yard on a lot that is just under two hundred feet deep. The existing garage on the property would be removed to make way for an extended driveway that would lead to the eight parking spaces, four of which would be under a carport. Beyond the parking would sit the new, single-family home that is architecturally compatible with the existing dwelling built in 1914. The open space shows keeping the mature trees and adding additional landscaping, with the driveway and parking area being provided in a concrete-grass block, rather than typical cement. Planning Commission recommended approval with conditions.
