Citizens Agenda
Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on.
What follows is a staff interpretation of the agendas.

Business
A resolution imposing fire restrictions due to hazardous environmental conditions. (22-048)
On May 18, 2022, the Fire Marshal issued an order of fire restrictions for the Provo City Watershed. As required by Utah State Code 15A-5-202.5(1)b, the fire restriction order is coming to the legislative body for adoption.
An ordinance amending Provo City code to conform with Utah code requirements regarding emergency meetings of the Provo City Municipal Council. Citywide application. (22-041)
Provo City Code Section 2.50.040 governs the process for calling emergency meetings of the Municipal Council. The process as outlined in the current version of the City Code does not conform in some particulars with Utah State law requirements set forth in Utah Code Section 52-4-202(5), which governs public notice for calling emergency meetings. The proposed ordinance brings City Code into conformity with the State requirements.

An ordinance enacting Provo City Code Chapter 14.14D (Mixed-Use Zones). Citywide application. PLOTA20220144
The Development Services Department has proposed to amend the Provo City Code to add the Mixed Use Zones chapter as Chapter 14.14D and Signs Permitted in the Mixed Use Zones as Section 14.38.106. This chapter (14.14D) includes two zones, the Mixed-Use (MU) Zone and Neighborhood Mixed-Use (NMU) Zone. The two mixed-use zones correlate together, and staff saw a need to include the two zones in one zoning chapter of the Provo City Code, which is common and best practice.
Business
A presentation regarding a comparison of General Fund revenues per capita in Utah cities (22-016)
At the Work Meeting on May 3, 2022, Council staff presented a comparison of General Fund per capita expenditures for various Utah County cities. This presentation is a follow-up to a request from Council to compare revenues as well. Provo maintains a healthy General Fund balance as permitted by State law; the Council hopes to understand the bigger picture by comparing both expenditures and revenues between Provo and other Utah County cities.
A presentation regarding the relationship between utility rates, property tax rates, and fees. (22-016)
This presentation will cover one of the reports staff have compiled to assist the Council in the budget analysis process. This presentation will cover the history and current status of utility rates, property tax rates, and fees. There have been two previous presentations given to the Council leading up to this final presentation- one solely focusing on property tax and the other focusing on fees. This presentation will be about the relationship between fees, rates, and property taxes and how they affect the different revenue streams and financial stability of the city.
A presentation regarding the Consolidated Fee Schedule for the FY2023 budget. (22-016)
Each year during the budget process, City departments submit updates for the Consolidated Fee Schedule (CFS). The CFS is an exhibit in the budget ordinance that will be passed by the Council to approve the FY2023 budget. The CFS includes rate increases for various city utilities, as well as any other fees that will increase in the coming fiscal year. This presentation is for the purposes of discussing any proposed changes.
A presentation regarding the Council's budget intent statements and priorities. (22-016)
The Council has had previous discussions concerning budget priorities, carryover funds, supplemental requests, and the use of federal recovery funds. Creating a budget intent statement gives the public and the City Administration an understanding of how the Council thinks revenue should be spent and the priority given to different programs within the City. For this presentation, staff will present and discuss various parts of the proposed budget ordinance and seek direction on any changes requested or proposed by the Council. Any additional intentions should also be discussed at this time.

The City's finance team had prepared a presentation regarding the Council's current requested changes to the FY2023 budget. This presentation will go over the associated reconciliations regarding those requested changes.

This is an opportunity for Councilors to discuss and vote on any further budgetary changes they would like to see in addition to the current reconciliations

A resolution consenting to the appointment of an individual to various boards and commissions (22-009)
Mayor Kaufusi has submitted the name of an individual who she recommends for appointment to the Airport Board. The Council has been introduced to this individual after considering the Mayor's recommendations and this resolution is presented for the Council's advice and consent to formalize the appointment.

A resolution to give notice that Provo City intends to execute a boundary line adjustment with Springville City along a common boundary between Provo and Springville in southeast Provo near the Mountain Vista Business Center. (22-042)
As a result of a new road alignment at the Mountain Vista Business Center, there will be several remnant parcels that will likely be transferred to an adjacent property owner as compensation for vacating an existing right of access to the UDOT right of way. The property owner owns adjacent land in Springville and desires to have those remnant parcels included with the existing parcels in Springville. To do this, a boundary line adjustment with Springville will be necessary.
A resolution regarding the Lakeview Parkway Phase 4 Interlocal Agreement. (22-046)
Provo City has been awarded $4,260,870 (6.77% of which is City matching funds) through the Mountainland Association of Governments for the construction of phase 4 of Lakeview Parkway. An interlocal agreement between the City and Utah County is needed for the disbursement of funds. This agreement has been approved by the County and needs to be approved by the Municipal Council.
A public hearing regarding transfers in the FY2023 budget. (22-016)
This is a public hearing and review of transfers included in the tentative budget. A presentation was given to the Council at their May 17, 2022, Work Meeting.
A presentation of the FY2023 Citizens Budget. (22-016)
The Citizens Budget is a document created by Council staff to assist with public outreach regarding the annual budget. It is intended to focus on a few highlights of the annual budget and to demystify a complex and lengthy financial document for a more general audience to understand and participate in the budget review process.

A resolution tentatively adopting a tentative budget for the Provo City Stormwater Service District for the fiscal year beginning July 1, 2022 and ending June 30, 2023. (22-016)

Redevelopment Agency Governing Board

An ordinance amending Provo City Code Chapter 15.15. Citywide application. PLOTA20220167
The Development Services Department is requesting an ordinance text amendment to Chapter 15.15 of the City Code to address annexations that create or leave pockets, islands, peninsulas, or irregular boundaries. The Utah Code has been updated to provide more flexibility for these annexation issues and the proposed amendments mirror language in the Utah Code.
An ordinance amending Downtown Development Design Standards and requirements in the Interim Transit Oriented Development Zone. Citywide application. PLOTA20220153
The Development Services Department is proposing to amend the Downtown Design Standards (14.34.295) and Interim Transit Oriented Development Zone (14.23). This amendment would provide clearer design standards that are easy to understand and reflect a similar format as Section 14.34.287 – Residential Design Standards, Provo City Code.
