Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on.
What follows is a staff interpretation of the agendas.

Work Meetings are designed to be a less formal venue for discussion among Council Members. Generally, no public input is taken during the meeting.
Business
A discussion on the progress of last year's Council budget priorities. (22-016)
As the 2022 Fiscal Year comes to an end, the Council will review the progress made on their budget priorities outlined for the FY22 budget.
A discussion regarding TDM Parking policies. (22-051)
Councilors previously requested a presentation and discussion on the city's Transportation Demand Management (TDM) Parking policies, particularly highlighting their roles in developments, housing, and otherwise.
Items Referred from the Planning Commission
An ordinance amending the zone map classification of approximately 6.3 acres of real property, generally located at 1265 South 500 West, from One-Family Residential (R1.8) to Public Facilities (PF) and OSPR. Lakewood Neighborhood. (PLRZ20220121)
Becky Bogdin is requesting to rezone various parcels in the Lakewood neighborhood to the Open Space, Preservation & Recreation (OSPR) Zone and Public Facilities (PF) Zone. There is no development proposed to utilize this zone; however, there is a concept from the Parks and Recreation Department of what the Lakewood Park may look like when the area develops. Planning Commission recommended approval.
An ordinance amending the Permitted Uses in the West Gateway (WG) Zone. (PLOTA20220117)
The applicant is requesting an ordinance text amendment to add four (4) new permitted uses to the West Gateway (WG - 14.21D) Zone. The applicant has a pending business license that currently cannot be approved by Planning due to the type of use not being allowed in the WG Zone. The WG Zone is generally located between the Center St. interchange on I-15 and 800 West. The applicant would like to add these uses to the zone in an effort to expand business at the main entrance into the core of the city. Planning Commission recommended denial.
Business
A Joint Resolution for a Memorandum of Understanding with Smith's and the Parties' intent to consider incentives for a future development. (22-050)
For many years, Provo has worked to encourage Smith's to develop a second store in the community. Over those years, the City has discussed offering incentives to help facilitate this development. With the passage of House Bill 151 earlier this year by the Utah State Legislature, the ability of cities to offer incentives to retail developments will be severely curtailed after July 1, 2022. Smith's has agreed to the attached Memorandum of Understanding as a framework for a Joint Development Agreement that would commit them to develop and operate a second grocery store in Provo. Under the provisions of HB 151, the approval of this item would preserve Provo's ability to offer incentives to help cover the costs of constructing the new facility.
A joint resolution of Provo City Corporation and the Redevelopment Agency of Provo City announcing their intention to prepare a Joint Development Agreement for the development of commercial development in Southwest Provo. (22-050)
Earlier this year, the State Legislature adopted HB 151 which severely curtailed a city’s ability to offer incentives to retail deals, including grocery stores. Provo has been meeting with representatives for a big box retailer interested in establishing a store in Provo. For Provo to be able to preserve its ability to offer incentives for this type of development, it is necessary for us to adopt a resolution of intent.
A presentation from the parking division. (22-052)
This update is meant to provide the Council with a general summary of the work the parking division has been doing since the hiring of its new director, Tom Thorpe.
A discussion on Council assignments to boards and commissions (22-005)
The Parks and Recreation Board and the Transportation & Mobility Advisory Committee have slightly overlapping regular meeting times. Currently Councilor Fillmore is assigned to both committees for the calendar year 2022, so he is unable to attend both of them on a regular basis due to the meeting conflict. Councilor MacKay has indicated her interest in being the Council's liaison with the Parks and Recreation Board. To make this change, the Council can vote on a motion to that effect and staff will update the list of board and commission liaison assignments.
Closed Meeting
Closed meetings (aka executive meetings) are held without the public present and must meet one of the conditions listed in Utah State Code (§ 52-4-204 and 52-4-205 et. seq.). If a closed meeting is needed, it will be announced at that time.

The Council finished the hiring process and selected a new Council Executive Director.
A resolution consenting to the appointment of individuals to various boards and commissions (22-009)
Mayor Kaufusi has submitted the name of several individuals who she recommends for appointment to various city boards and commissions. The Council has been introduced to these individuals after considering the Mayor's recommendations and this resolution is presented for the Council's advice and consent to formalize the appointment. Appointments include Bill Hulterstrom (Airport Board), Geoff McLaughlin (Transportation Mobility and Advisory Committee), Katrice MacKay (Provo Housing Authority Board), Bonnie Morrow (Parks and Recreation Board), and Cindy Gagon (Library Board).
An Ordinance Creating Two New Mixed-use Zones and Amending Various Sections related to the regulation of those Zones. Citywide application. (PLOTA20220144)
The Development Services Department has proposed to amend the Provo City Code to add the Mixed Use Zones chapter as Chapter 14.14D and Signs Permitted in the Mixed Use Zones as Section 14.38.106. This chapter (14.14D) includes two zones, the Mixed-Use (MU) Zone and Neighborhood Mixed-Use (NMU) Zone. The two mixed-use zones correlate together, and staff saw a need to include the two zones in one zoning chapter of the Provo City Code, which is common and best practice. This was heard for the first time at the Council meeting on June 7, 2022.

A resolution approving an Interlocal Cooperation Agreement authorizing Provo City's participation in the Utah Valley HOME Consortium for federal Fiscal Years 2023, 2024, and 2025. (22-054)
Provo City has participated in the HOME Consortium since the early '90s as the lead entity, which means we are in charge of the funding and reporting of The Department of Housing and Urban Development's HOME funding awarded to our area.
A resolution appropriating $238,557 in various funds and transferring $63,557 from the Legacy CIP Fund. (22-053)
Higher-than-anticipated program participation dramatically increased revenues and also required Peaks to spend more on operations. As a result, the Ice Sheet requests an additional $100,000 in its FY2022 budget, backed by increased FY2022 revenues. Water's operating budget falls within the threshold of potentially needing year-end budget adjustment due to higher-than-anticipated power costs to run wells, based on water demand. Consequently, the Water Division requests an additional $75,000 in its FY2022 budget. The Council Chambers in the new City Hall requires upgrades for Zoom capabilities. As a result, the Council Office requests $63,557 from the Legacy CIP to complete the upgrades.

The Mayor presented the proposed tentative budget at the May 3 Council meeting. The Council will now tentatively adopt that budget and continue to review it. Public hearings will be held at the June 7 and June 21 Council meetings.
An ordinance adopting a tentative budget for Provo City Corporation for the fiscal year beginning July 1, 2022, and ending June 30, 2023, in the amount of $384,034,697, setting a public hearing to consider a proposed change in the certified tax rate, and amending the Consolidated Fee Schedule and Provo City Code section 4.04.050. (22-016)
Because a proposal has been made to consider a change in the property tax rate, the final budget will not be approved until after a Truth in Taxation hearing is held on August 2 at 6 pm. The Council will vote to adopt the proposed tentative budget that will be in effect until the final budget is adopted.

Redevelopment Agency Governing Board
A public hearing regarding adopting a budget for the Redevelopment Agency of Provo City Corporation for the Fiscal Year Beginning July 1, 2022 and Ending June 30, 2023, in the amount of $1,203,488 (22-016).
The Mayor presented the proposed tentative budget at the May 3 Council meeting. The Council has tentatively adopted that budget and has reviewed it. This is the second of two public hearings.

Items on the agenda are given a file number by Council staff or Community Development staff to help with tracking the item through the legislative process and to organize the supporting materials.
You may find it helpful in cases where an item may be worded a little differently on different agendas. Matching up that file number helps you see that it is the same issue.
