Citizens Agenda


Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on. 

What follows is a staff interpretation of the agendas.

This meeting will be conducted both in person and virtually. Business


  1. A discussion on the progress of last year's Council budget priorities. (22-016)

    • As the 2022 Fiscal Year comes to an end, the Council will review the progress made on their budget priorities outlined for the FY22 budget.

  2. A discussion regarding TDM Parking policies. (22-051)

    • Councilors previously requested a presentation and discussion on the city's Transportation Demand Management (TDM) Parking policies, particularly highlighting their roles in developments, housing, and otherwise.


Items Referred from the Planning Commission


  1. An ordinance amending the zone map classification of approximately 6.3 acres of real property, generally located at 1265 South 500 West, from One-Family Residential (R1.8) to Public Facilities (PF) and OSPR. Lakewood Neighborhood. (PLRZ20220121)

    • Becky Bogdin is requesting to rezone various parcels in the Lakewood neighborhood to the Open Space, Preservation & Recreation (OSPR) Zone and Public Facilities (PF) Zone. There is no development proposed to utilize this zone; however, there is a concept from the Parks and Recreation Department of what the Lakewood Park may look like when the area develops. Planning Commission recommended approval.


  1. An ordinance amending the Permitted Uses in the West Gateway (WG) Zone. (PLOTA20220117)

    • The applicant is requesting an ordinance text amendment to add four (4) new permitted uses to the West Gateway (WG - 14.21D) Zone. The applicant has a pending business license that currently cannot be approved by Planning due to the type of use not being allowed in the WG Zone. The WG Zone is generally located between the Center St. interchange on I-15 and 800 West. The applicant would like to add these uses to the zone in an effort to expand business at the main entrance into the core of the city. Planning Commission recommended denial.


Business


  1. A Joint Resolution for a Memorandum of Understanding with Smith's and the Parties' intent to consider incentives for a future development. (22-050)

    • For many years, Provo has worked to encourage Smith's to develop a second store in the community. Over those years, the City has discussed offering incentives to help facilitate this development. With the passage of House Bill 151 earlier this year by the Utah State Legislature, the ability of cities to offer incentives to retail developments will be severely curtailed after July 1, 2022. Smith's has agreed to the attached Memorandum of Understanding as a framework for a Joint Development Agreement that would commit them to develop and operate a second grocery store in Provo. Under the provisions of HB 151, the approval of this item would preserve Provo's ability to offer incentives to help cover the costs of constructing the new facility.

Business


  1. A resolution imposing fire restrictions due to hazardous environmental conditions. (22-048)

    • On May 18, 2022, the Fire Marshal issued an order of fire restrictions for the Provo City Watershed. As required by Utah State Code 15A-5-202.5(1)b, the fire restriction order is coming to the legislative body for adoption. 

  2. An ordinance amending Provo City code to conform with Utah code requirements regarding emergency meetings of the Provo City Municipal Council. Citywide application. (22-041)

    • Provo City Code Section 2.50.040 governs the process for calling emergency meetings of the Municipal Council. The process as outlined in the current version of the City Code does not conform in some particulars with Utah State law requirements set forth in Utah Code Section 52-4-202(5), which governs public notice for calling emergency meetings. The proposed ordinance brings City Code into conformity with the State requirements.

  3. A presentation regarding a General Plan timeline update. (22-011)

    • This is an update on the progress of the new General Plan and includes information on the Y2 Analytics survey and a review of the timeline going forward.
