Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on. 

What follows is a staff interpretation of the agendas.

Business

1. A discussion regarding Sierra Vista Way extension road at Mountain Vista Business Center. (22-042)

• Sierra Vista Way extension road at Mountain Vista Business Center  - Street vacation, property surplus, inter local boundary line adjustment, UDOT access modification. The redevelopment of the former Ironton property has been taking place for the last 20 plus years.  The City has secured a matching grant to build a road from the roundabout at Mountain Vista Parkway to SR 75 or 1400 North in Springville.  This final stretch of road, approximately 3/4 of a mile long, has some complications at the southern end.  In order to connect a City street to the UDOT right of way (SR 75) there are multiple access points that need to be consolidated into one location.  This will also result in some remnant parcels of property that currently belong to Provo City and the Provo City Redevelopment Agency.  These parcels of ground will be on the east side of the road and will act effectively as nuisance strips because of the narrowness, length and inability to be developed as stand alone parcels.  As the City is requesting cooperation with three additional property owners, working out the details of timing, compensation and construction is a complicated matter.

2. (This item was removed from the agenda) A discussion regarding the construction of Fire Station 1 on the City Center parcel.  (22-043)

• The administration wants to discuss the possibility of cost savings by moving forward with the construction of Fires Station 1 on the City Center parcel now.  This would mean that construction of Fire Station 1 would happen outside of the redevelopment of the City Center Parcel.

The timeline for approving Provo City's budget is set by Utah State Code.

The Mayor presents the proposed budget to the City Council at their first meeting in May. (This year it is the May 3 meeting).

• Council votes to tentatively adopt the proposed budget. This vote will occur at the May 17 meeting.
• All municipal final budgets must be adopted before June 30, or, in the case of a property tax increase, by August 17. The Council's vote on adopting the budget is expected to happen at the June 21 Council Meeting this year.
• The tentative (proposed) budget is available to the public at least 10 days before the adoption of the final budget. You can view the proposed budget in person at the office of the City Recorder. It will also be available online. Budgets from recent years are also available on the Finance Department's website.
• A public hearing must be held before adopting the budget. The dates for the hearings will be formally set when the budget is tentatively adopted on May 19. According to Utah State Code, "All interested persons in attendance shall be given an opportunity to be heard, for or against, the estimates of revenue and expenditures or any item thereof in the tentative budget of any fund."  We anticipate the public hearings to be held at the June 7 and June 21 Council meetings.
• If a property tax increase was included in the proposed budget this year and Council decides to move forward with the increase, a Truth in Taxation hearing would be required. The date for the hearing is set by Utah County and would most likely be held in August. 

In between the Mayor presenting the budget and the Council adopting the final budget there are usually some extra Work Meetings where Council Members examine the budget in greater detail, ask questions of department directors, and hear presentations and analysis from Council staff. Business

1. A discussion regarding the combining of the Council Water Conservation and Foothills Protection Committees into one Natural Resources Committee. (22-005)

• After review of the Council Committees' mission statements and topic purviews, the Foothills Protection and Water Conservation Committees are recommending combining the committees into one new committee- Natural Resource Committee.

2. A resolution approving a substantial amendment to the Program Year 2019 Annual Action Plan reprogramming CDBG-CV funds for Covid-19 public health response. (22-038)

• In response to the pandemic caused by the spreading of the Coronavirus COVID-19, the federal government provided an economic stimulus package through the Coronavirus Aid, Relief and Economic Security Act (CARES Act), which made available, at the first tranche, $5 billion in supplemental CDBG-CV funding to prevent, prepare for and respond to the coronavirus.

• To use the funding, the City is required to amend its PY2019 Annual Action Plan (AAP). A duly noticed public comment period from April 12, to May 17, 2022, is conducted for citizens, partner agencies, and other interested parties to review and comment on the Plan’s proposed amendment.  Electronic copies of the Plan are available for public review at the City’s website.

• The public hearing on April 19, 2022, will present The Plan (Exhibit A) to the Municipal Council and public in general, show proposed uses to the recommended projects for CDBG-CV funds (Exhibit B), and an opportunity for the Municipal Council to reassess CDBG-CV funding parameters for Small Business Assistance.  The public hearing on May 17, 2022, will close the comment period and the Municipal Council may approve the Substantial Amendment to the Plan.

• Copies of the PY2022 AAP Draft are available for public review at the Development Services Housing Division’s office and electronically at the City’s website.

New Council District Map

A big decision that came out of the March 29, 2022, Council meeting was the establishment of new City Council Districts. After completion of the 2020 US Census the Provo City Council was required by the State of Utah to make adjustments to the Council Districts to meet requirements based on the updated data.

After examining 120 maps submitted by the public, Councilors discussed the proposed maps and selected 11 of them to be placed on Open City Hall (OCH) for public feedback. OCH allowed the public to prioritize and comment on the criteria discussed by the Council and give input on the maps and the process. The Councilors and their staff are grateful to all who participated in this process, whether by submitting maps, commenting on OCH, or giving input in other ways.

The task of creating potential maps was particularly challenging since the precincts are created based on voter registration numbers and the Council Districts had to group precincts in a way that balanced population numbers. Making maps that address multiple goals (preserving a central district, creating a westside district, keeping southeast precincts in the same district, addressing high college student population areas, etc.) in the same map resulted in maps that didn’t meet the balanced population requirements.

Public input from OCH was provided to the Council for their March 29 meeting. Councilors had also received input via email, phone calls, and individual meetings. During the work meeting, the list of proposed maps was narrowed to three. A ranked-choice voting exercise was done with the three maps to provide additional insight for the final discussion at that night’s Council meeting. 

The final map chosen is shown below. It is effective for any election or mid-term vacancy occurring after December 31, 2022. Council Districts remain in their current configuration until January 1, 2023. Although district designations are used in electing Councilors from specific areas, each elected Councilor is serving all the residents of Provo.
