Citizens Agenda
Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on.
What follows is a staff interpretation of the agendas.

As Provo City works on its FY22-23 budget, Downtown Provo Inc. would like to update the Council on their recent activities and upcoming plans.

A resolution adopting the Mountainland Pre-Disaster Hazard Mitigation Plan. (22-036)
Mountainland Association of Governments (MAG) receives a grant to manage the update of this Plan every 5 years. Each governmental subdivision in Utah County has a portion of the plan that must be adopted. Provo's portion is on pages 191-195.
A discussion regarding redistricting adjustments to City Council District maps. (22-003)
Counties and some cities are also required to re-divide legislative areas based on the 2020 census data. Cities must complete any redistricting of municipal legislative areas within six months of the state's adoption of new maps; that deadline is in May 2022. Provo's new Municipal Council District map will be created using the 59 precincts outlined by Utah County with the new 2020 census data.
In meetings earlier this year, the Provo Municipal Council voted to maintain the current Council makeup of 5 district elected seats and 2 at-large elected seats; however, new district boundaries will need to be drawn to accommodate population growths and shifts accounted for in the 2020 census data. For these Council areas, any redistricting will affect any election or mid-term vacancies after the ordinance is adopted.
The public submitted 120 potential new Council District maps.Staff has provided information on each of the maps. The Council selected 11 maps that were placed on Open City Hall for public input. The selection of the final map is anticipated at the March 29 Council meeting.
Closed Meeting
Closed meetings (aka executive meetings) are held without the public present and must meet one of the conditions listed in Utah State Code (§ 52-4-204 and 52-4-205 et. seq.). If a closed meeting is needed, it will be announced at that time.

Action Agenda
A resolution appointing individuals to the Metropolitan Water Board (22-009)
There are currently four vacancies on the Metropolitan Water Board. The Council office followed the statutory process for posting and advertising these vacancies. Three applicants submitted applications during the prescribed window of time and those three applicants are being considered for three vacancies. For the fourth vacancy, staff have reposted the information regarding the vacancy for a future deadline (April 22, 2022) after which the Council will consider the nominee to fill that vacancy.

A resolution adopting the 2021 Provo Foothills Trail Master Plan. (22-024)
In early 2020, the Utah Valley Trails Alliance (UVTA) was asked by Uinta-Wasatch-Cache National Forest to assist in developing a long-range trails plan for the mountains adjacent to the City of Provo. Provo City was also pursuing several activities relating to foothills land within city limits, and it was decided that an integrated City-National Forest plan was needed. This plan is intended to provide a framework for that effort, including immediate improvements and long-term visions.
A resolution authorizing the issuance of wastewater revenue bonds of Provo City, Utah; Authorizing the execution and delivery of a supplemental indenture and other documents required in connection with the bonds. (22-033)
In October 2020 the City Council authorized a loan from the State of Utah Department of Environmental Quality Water Quality Board for $75.8 million for construction of the sewer treatment plant. Escalating construction costs have since required scaling back the project to meet budget. Public Works was approached by the State in December 2021 about applying for additional funding to return components that were cut from the project back within the scope. The Water Quality Board approved an additional $10 million 20-year loan with an interest rate of 0.5%, with an additional $5 million in principal forgiveness funding. This information was initially presented to the City Council at the February 15th work session.

Items on the agenda are given a file number by Council staff or Community Development staff to help with tracking the item through the legislative process and to organize the supporting materials.
You may find it helpful in cases where an item may be worded a little differently on different agendas. Matching up that file number helps you see that it is the same issue.
