Citizens Agenda


Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on. 

What follows is a staff interpretation of the agendas.

This meeting will be conducted both in person and virtually.   1. A presentation regarding Downtown Provo Inc.'s yearly plans and budget. (22-035)

    • As Provo City works on its FY22-23 budget, Downtown Provo Inc. would like to update the Council on their recent activities and upcoming plans.

  2. A presentation regarding the FY2023 Budget- Parks & Recreation (including Golf, Peaks, Recreation Center, Covey, Parks Administration and Maintenance, etc.) (22-016)

    • In preparation for the drafting and approval of the FY 2022-2023 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  3. A presentation regarding the FY2023 Budget- Customer Service. (22-016)

    • In preparation for the drafting and approval of the FY 2022-2023 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  4. A presentation regarding the FY2023 Budget-Council Office. (22-016)

    • In preparation for the drafting and approval of the FY 2022-2023 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  5. A resolution adopting the Mountainland Pre-Disaster Hazard Mitigation Plan. (22-036)

    • Mountainland Association of Governments (MAG) receives a grant to manage the update of this Plan every 5 years. Each governmental subdivision in Utah County has a portion of the plan that must be adopted. Provo's portion is on pages 191-195.

  6. A discussion regarding redistricting adjustments to City Council District maps. (22-003)

Business


  1. A presentation on the Fiscal Year 2022-2023 Five-Year Capital Improvement Plan. (22-016)

    • As part of the Fiscal Year 2022-2023 budget process, the Finance Division compiles the Five-Year Capital Improvement Plan that details the purpose of and dollar amounts involved for capital projects across the City.

  2. A presentation regarding the FY2023 Budget- Public Works (including Administration, Streets, Engineering, Water, Wastewater, etc.) (22-016)

    • In preparation for the drafting and approval of the FY 2022-2023 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  3. A discussion regarding the rezone of Provo City property from Single Family Residential (R1 8) to Open Space (OSPR). Lakewood North Neighborhood. (22-029)

    • Currently Provo City owns 4.2 acres of property located at 1433 S 400 West the property is directly south and contiguous to Lakewood Park.  On the eastern edge of the property are overhead power lines and directly southeast and contiguous to the property to a power distribution center. There has been a request by the neighborhood to rezone the property to OSPR. The rezone would allow the property to be used for future expansion of Lakewood Park.


Policy Items Referred from the Planning Commission


  1. Development Services requests a General Plan Amendment to clarify the existing Westside Development Policies and Future Land Use Map with a Southwest Plan Intent Statement. Citywide. PLGPA20210242

    • The west side of Provo is growing, and residents and City staff have collaborated over the last five years to establish design guidelines to direct future development. While in office, Councilor Harding requested that the Council adopt an intent statement that would (1) reaffirm their commitment to the Westside Development Policies (WDP) and Future Land Use map, (2) request assistance from the Planning Commission in drafting ordinances to accomplish WPD 3.a, (3) change the density of four units per acre from net to gross, and (4) clarify where WDP 3.a-d apply and give examples of desired development patterns. The Planning Commission has drafted a new intent statement that accomplishes these goals but focuses on a variety of lot and housing sizes rather than types.
