New Joaquin Parking Solutions survey on Open City Hall

Joaquin residents and Provo City have worked since the 1960’s to find a solution to the high demand for parking in the Joaquin Neighborhood, with three attempts in the last 15 years alone. In 2019, the Council created the Joaquin Parking Committee to learn from past attempts and work with residents, commuters, and business owners to create a solution uniquely tailored to the Joaquin Neighborhood. With expanded alternatives to driving (like UVX and FrontRunner) and more flexible technology, we have more tools than ever to address this old problem!

The committee found that 85% of respondents to a past Open City Hall survey feel there is a parking problem in Joaquin, and 60% regularly have trouble finding parking. City staff found that parts of the neighborhood are overparked by about 115%. Simply put, there is more demand for parking spaces than there are spaces. This is especially a problem in the evenings.

Citizens Agenda

Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on. 

What follows is a staff interpretation of the agendas.

This meeting will be conducted as a hybrid meeting, with some in-person components as well as continued virtual meeting access. The meeting will be available to the public for live broadcast and on-demand viewing on YouTube and Facebook at: youtube.com/provocitycouncil and facebook.com/provocouncil. The in-person meeting will be held in the Council Chambers with limited seating to accommodate social distancing and related public health measures.   1. A presentation regarding the Mayor's Office fiscal year 2021-2022 budget. (21-015)

    • In preparation for the drafting and approval of the FY 2021-2022 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  2. A presentation regarding Public Works (Fleet) fiscal year 2021-2022 budget. (21-015)

    • In preparation for the drafting and approval of the FY 2021-2022 budget, each department has been asked to present to the Council. The information presented will inform future budget discussions.

  3. A resolution supporting the submittal of the 2021 Land and Water Conservation Grant application to secure grant funding to aid providing park improvements for the Provo Regional Sports Park. (21-052)

    • Parks and Recreation will submit a grant application for the Provo Regional Sports Park from the Land and Water Conservation Fund (LWCF). This is an important funding opportunity and requires a 50/50 local grant match. Provo plans to request the maximum grant amount of $3 million that will be matched with funds in the 2021 Parks and Recreation Capital Improvement Plan.

  4. A presentation by Dr. Rugh regarding diversity and inclusion. (21-056)

    • Dr. Jacob S. Rugh will draw on population, housing, and other data/trends as well as the experiences of diverse members of the Provo community, from newcomers to old timers in order to invite the council and our city to identify ways that being more welcoming, inclusive, and forward-looking will ensure economic vibrancy, security, and sustainable quality of life for all (and achieve all four Provo pillars).

  5. A presentation from BikeWalk Provo on how people get around in Provo. (21-055)

    • BikeWalk Provo has completed a grant-funded study on how people get around in Provo, and they would like to share their findings with the Council.

  6. A presentation regarding the Provo City Parking Master Plan. (21-028)

    • The Council has had several presentations this year concerning parking in Provo. Gary McGinn is going to provide an overview of the Provo City Parking Master Plan and how the city is doing in administering and implementing the plan.
