Council meeting agendas are often difficult for people to navigate. Filled with jargon and legal requirements on how an item must be listed, it can be a challenge to determine what Council members are actually discussing or deciding on.
What follows is a staff interpretation of the agendas.

3. A Quarterly Financial Report on the 1st Quarter of FY 2018-2019. (19-007)
   
   • With the end of the first quarter of the fiscal year on September 30, 2018, the Finance Division has put a report together showing how expenditures and revenue collection compares to projections. The presentation will provide an opportunity for the Council to receive the information and ask questions.
4. A discussion on the issuance of up to $69,000,000 of general obligation bonds for the purpose of financing Fire, Police, and other City Facilities and related matters. (19-014)
   
   • The issuance of bonds was approved by voters in November 2018. The bonds will be sold on the morning of Tuesday, January 22.
5. A semi-annual report from the from the Sustainability Committee. (19-016)
   
   • The Sustainability Committee has been active in their efforts within Provo. They have recently hired a new full-time Parking and Sustainability Coordinator, Austin Taylor, who also serves as the Committee's executive secretary. Other recent initiatives include collaboration with Provo Energy Department and Utah Municipal Power Agency, improving air quality, improving energy-efficiency in local buildings, recycling education, and land use.

New Council Leadership

Each January, the Council elects the leadership for that calendar year. At the January 8 Council meeting, David Harding was elected as the 2019 Council Chair and Kay Van Buren as the 2019 Council Vice Chair.

Mr. Harding spoke later on behalf of the new leadership team, "We are grateful for the confidence placed in us by our colleagues, and for the privilege of serving the community in this capacity. We are currently working as a Council to set a course for this year and look forward to working with the Administration to accomplish great things for our beloved community."

Honoring Master Officer Joseph Shinners

At the first Council Meeting of 2019, a moment was taken to honor Master Officer Joseph Shinners. Before new Council leadership was chosen, 2018 Council Chair Gary Winterton offered this statement before calling for a standing minute of silence:

1. Training on Open & Public Meetings Act and further training on Government Records Access and Management Act (GRAMA) requests (19-010)
   
   • Utah State law requires Council members to receive annual training on the Open & Public Meetings Act. State Law 52-4-104 says, “The presiding officer of the public body shall ensure that the members of the public body are provided with annual training on the requirements of this chapter. This training will fulfill that requirement.
2. A discussion on recent changes to the Provo City Housing Authority (19-011)
   
   • Provo Housing Authority has a goal to serve the community of Provo by finding traditional and innovative ways to provide affordable housing for disabled
     individuals, elderly, and families. Robert Vernon, CEO of Provo City Housing Authority (PCHA), will come to discuss the Provo Housing Authority along with two new groups--a Provo NonProfit Housing Development Corp DBA Utah Regional Housing (URH) Corporation and Utah Community Land Trust (UCLT). There is some confusion regarding the role and purpose of UCLT and URH.
