Joint Meeting with Parks and Recreation Board
Council met with members of the Parks and Recreation Board prior to the regular work session. Topics of discussion included the East Bay Golf Course, the desire for a regional sports park, and the recreation, arts, and parks (RAP) tax.
Provo City Vision - Neighborhood meetings
Discussion continues on Provo City's vision document (Vision 2030) and how it will be updated. The Community Development Department will work with the Neighborhood Program to hold meetings this summer in five different areas of the city, inviting Provo residents to give input, ask questions, and discuss the document.
The Council also:
- Heard a request to amend a development agreement to remove the requirement that each dwelling unit be occupied by the owner(s). The applicant was asked to address some questions raised in the meeting an return at a future meeting.
- Recognized Hadley Gordon, a Council office intern from Provo High, for her work and for being named by Utah Valley Magazine as a one of 21 high school students who will change the world
- Heard a presentation on digital citizen engagement forums. More information will be gathered and presented at a future meeting.
- Heard presentations from Council staff on the budget review process
- Discussed the Vision 2050 update presented by the Policy Governance Committee. Five neighborhood area meetings will be held to gather public feedback on the update.
- Discussed Fire Department apparatus needs. This will be formally heard at the June 21 Council Meeting.
- Heard a presentation on the results of the 820 North Corridor Study.
- Discussed replacement of a section of the City Center roof. This will be formally heard at the June 7 Council Meeting.
- Discussed Recreation Center capital projects. This will be formally heard at the June 7 Council Meeting.
- Discussed the reprogramming of CDBG funds. This will be formally heard at the June 7 Council Meeting.
- Discussed a resolution to approve signing a collateral assignment of the parking lease to Key Bank, a collateral assignment of the joint development agreement, and an accompanying estoppel certificate. This will be formally heard at tonight's Council Meeting.
- Discussed a request for an ordinance text amendment to Section 14.32 to allow for reuse of an existing commercial building in the Residential Conservation Zone. This will be formally heard at the June 7 Council Meeting.
- Discussed two requests from Remmer Properties LLC for a zone change and a reduction in the minimum project area size in order to build a new duplex in the Franklin Neighborhood. This will be formally heard at the June 7 Council Meeting.
- Discussed two requests from IHC Health Services. One was for a zoning map amendment and the other was to vacate 250 West and 880 North between 800 North and 940 North and between 300 West and Freedom Boulevard in the North Park Neighborhood. This will be formally heard at the June 7 Council Meeting.

Timp Neighborhood:
Shannon Bingham, Timp Neighborhood Chair, talked about a beautification project underway in her neighborhood. Volunteers will be installing sprinkler systems, planting trees, and cleaning up some properties. Provo City will also be installing a crosswalk across 500 West to improve safety for pedestrians.
Special Meeting, May 19, 2016:
A special meeting was called to hear a request for a resolution approving a memorandum of understanding with PEG Development to provide for the payment of project-related impact fees using tax increment generated from the development of the project. The resolution was approved 4-0. A video recording of this meeting is available online.

- Heard a presentation by Kena Jo Matthews regarding Habitat for Humanity
- Passed resolutions tentatively adopting the proposed FY2016-17 budgets for Provo City, Redevelopment Agency, and Storm Water Special Service District
- Held a public hearing and passed a resolution approving the 2016-17 Annual Action Plan for submittal to the U.S. Department of Housing and Urban Development.
- Passed a resolution approving the signature of a collateral assignment of the parking lease to Key bank, a collateral assignment of the joint development agreement, and an accompanying estoppel certificate
- Passed a resolution consenting to the collateral assignment of tax increment financing documents and authorizing the Chief Administrative Officer to sign the accompanying estoppel certificate
- Passed an ordinance amending Provo City Code Section 2.50.130 to clarify language regarding the duties of the Executive Director of the Municipal Council
- Pass an ordinance amending the Community Development fees in the Consolidated Fee Schedule.
