In the Work Session
Independent Legal Counsel:
The Council adopted a Council Governance Policy that addressed confidentiality when working with staff attorneys and made provisions for the use of independent legal counsel when it is deemed necessary.
Boards and Commissions:
Council Members discussed City appointed and related boards and commissions and how the Council is interfacing with them. The Council would like to meet with several of these boards annually as well as develop an internal policy on expectations and interactions with the boards and commissions.
2015 Priorities and Goals:
A list of Council priorities and goals for the 2015 calendar year will be developed and the Council will work toward selecting, by the end of November, three to six priorities to focus on in the coming year.
Pre-zoning:
The Council heard a presentation on the benefits and trade-offs of "pre-zoning," or zoning property before an actual development application is submitted. Bill Peperone, Community Development, mentioned the Joaquin Neighborhood Plan that had been completed and the desire of the neighborhood's residents to see the zoning in the plan implemented.
2014 Third Quarter Report:
John Borget, Director of Administrative Services, presented the quarterly report for the third quarter of fiscal year 2014.
Downtown Specific Area Plan:
The Planning Commission presented their recommendation on the Downtown Specific Area Plan, which includes Central Business District, Franklin, Maeser, Timp, North Park, Dixon, and Joaquin Neighborhoods. This plan will be on the November 11 Council agenda.

Policy Items Referred from the Planning Commission:
Several items referred from the Planning Commission were continued to future meetings.
The Council also:
- Approved a resolution denying an annexation petition for further consideration for 53 acres of property in the North Timpview Neighborhood.
